Site administrators
Site administrators have wide-ranging access across all configuration. This guide does not cover their tasks, which are beyond the scope of a user guide. In brief, a Site administrator:
Enables modules and configures site settings (done locally and deployed).
Configures site functionality: block layout, views, content types, permissions.
Deletes content in an emergency, and can see the raw files list (Manage → Content → Files) with each file's usage count.

Give the role only to a limited set of people who are trusted and senior, competent and responsible, and knowledgeable about the site — and only if they are actually administering it, need oversight from a governance perspective, or need to be called on in an emergency. Everyone else should be given the roles that match their work.
