Workflow
Content moves through an editorial workflow. Nothing is visible to the public until an Approver publishes it, and a published page can have a newer draft alongside it — visitors keep seeing the published version until the draft is published in turn.
States
Draft
Work in progress. Visible only to logged-in editors.
Needs review
Ready for an Approver to check.
Published
Live on the site.
Archived
Taken off the site but kept for reference.
As an Author
When saving, choose under Change to:
Draft — keep working.
Needs review — hand over to an Approver. Add a Revision log message saying what changed and anything the reviewer should look at.

As an Approver
Approvers see the additional transitions:
Published — from Needs review, make it live.
Draft — from Needs review, send it back to the Author; say why in the revision log.
Archived — take a published page off the site.
Restore / Restore to Draft — bring an archived page back, live or as a draft.

A user with both the Author and Approver roles can create and publish in one step. Site administrators additionally have Fast publish (draft straight to published) and Republish for use while a site is being built; on a live government site content should always pass through Needs review.
To find content waiting for review, go to Manage → Content → Moderated content or filter the content list by Moderation state: Needs review.
